Dr. Ssembatya is a Sociologist and Policy Analyst, with focus on issues such as Citizenship, Statelessness, Human Rights in International Treaties and Conventions. He holds previous work and life experiences in Uganda, Germany, Switzerland and the United States. At the IADC in Rome, he analyzes the context of Safeguarding, taking a critical look at a shift from Institutional Care to Alternative Based Family Care, and works closely with the International Union of Superiors General (UISG) and the Catholic Care for Children International (CCCI). This is a build up to the UN Convention on the Rights of the Child  (CRC), to which the Holy See is a signatory.
